The subtle conflict reminds me of a game everyone should check out: D. Marshall Burns' The Rustbelt.
In it he discusses diametric, orthogonal, and circular interference during a conflict. Of course, it's specific to his ruleset, but it might be something to look at for inspiration. I'll bring it by Point B tonight. I suspect Tau would like it regardless.

The conflict is poorly defined, though. It's mostly Robert telling Rem-8 where to go, Rem-8 following those instructions, and ending up at the wrong place. There's GM actions between those two (Aia actions, specifically), but it's never explicitly stated. Basically, they're on the wrong end of a subtle conflict, and don't realize it. Eventually, Rem-8 tracks down Bob, and we switch to a suborbital chase scene (something Rem-8 is especially good at). More role playing and research during the chase. Overall, there was very little die rolling (although character abilities came into play continually).

Just a little note:
In Solo, the character scored 9 (2+2)*2+1.
In Another Solo, the character scored 8 (4+4). The only difference is the Enhanced Bio.
The rules as written suggest that the first character is faster.

Also, in one-on-one:
The starting (1 reserve) score should have been 16 (4+4)*2
The next bid should have been 17 (4+4)*2+1.

Finds it small and massive (neutronium) but “mostly” harmless. (research/perception)

Yint – investigates dead patent office for anything that could help; finds strangelet bomb (research; is unproductive (not due to a bad roll; there just isn’t anything to find))

Yint – panicks about strangelet bomb (an amusing aside, but not really central to the conflict; not that he knew that at the time)

Brishen – investigates situation using a twist; finds crazy mechanican and understands antimatter/matter neutronium planet busting device (research: trump card)

PCs – fire ship’s gun at the projectile; destroying it. (don’t remember which player; combat action; changes situation; reveals that it is an anti-neutronium round; much more dangerous)

GM – Crazy mechanican fires at ship. They weren’t paying attention to him (they didn’t quite realize his involvement), so this was an instant death cutscene (combat; trump card)

Robert – Twist use: the ship dodges (by accident). (avoid threat; trump card)

PCs – fire ship’s gun at mechanican (he really can’t dodge, so there’s not even a roll; just a crater) (combat action)

GM – asteroid is warming up to fire again (anti-neutronium round) (change situation; actually I’m just delaying my action to let the PCs respond. One reason to delay is that the PCs have already proven that they can easily shoot the projectiles out of orbit. Doing that again would be boring, so I let them take this one out before it leaves the barrel (for variety))

PCs – fire ship’s gun at asteroid to disable it (combat; ends conflict by eliminating the last of the threat)

Skotadi Conversation: As interesting as it was, it wasn’t a conflict. Brishen’s thugs turn out to be automata, so the four men auto-win. There is a roll for Brishen surviving the gunfire (and for shooting back). He misses both, and dies. Throws up dust to obscure Tao cameras to avoid continuity laws. (character movement; entering venue).

Yoric – Word of Peace analog: convinces four men to flee, without the bomb. (medical; reduce negative combat effects (used twist))

GM – instant death cutscene: bomb about to explode. (plot; trump card)

Brishen – burns a twist to get the bomb off of the world first. Kills Napoleon as his complication. As such, it’s slow paced, and doesn’t conform with a player order. Players toss ideas on the table and see what sticks.

Convince Buon: Not a conflict. This was one-on-one (Yoric vs. Buon), and was better represented by RPing with Buon (taking into account Yoric’s Meta and Buon’s CV). I used only one die roll, at the end, because I wanted to get Buon’s character across and dice just don’t do that.

Investigate Echilon-8: An odd case. This is an investigation, but the characters were chaining their actions off of each other as if it were a conflict. That said, there was no opponent, and I wasn’t cycling around the table.

Yoric – Convinces Buon to grant access to Echilon-8. (social; see above)

Robert – Uses nanites to get into Echilon-8. (venue change; no rolls)

Robert – Finds the bomb (perception; nanotech+something roll)

Robert – Searches the code; finds disabling hacks. Can’t determine source. (perception; Cog+Programmer)

Robert – Passes code to Yoric for further investigation. (supporting another character via existing research)

Yoric – Determines who wrote the code (investigation; meta+programmer)

Nataraja’s Nanoswarm: Not a conflict. This could have been, but (a) the PCs lacked strong fighting abilities and (b) it was the end of the session.

I figure I should come up with a list of every conflict in my alpha that I can remember, as best as I can remember. Honestly, I should also have conflicts from other games, but I remember those even worse.

None of this was properly using the conflict rules. These are just places where “cycling around the table asking people what they are doing as fast as I can” was the optimal method for GMing, because things got fast and the stakes went through the roof.

I’ve also included places where we didn’t do that. Sometimes knowing where a system does not apply helps to better scope it.

(Thusfar, I’ve only gone through the sessions that are posted. I’ll do more later).

I want a way to have "subtle" conflicts, where one side either a: doesn't realize the stakes, or b: doesn't realize there's a conflict at all. There's a number of ways of doing this, and this is a good one, but if we find a better one I don't want you to be trapped on this path.

The easy types of resolution:

Solo:
"I'm going to sprint to the next town."
"Ok. What's your Bio?"
"Two. Athletics also 2."
"Uh, no, you're probably not. You can jog there, but you're no marathon sprinter. It will take X hours."
"I'm going to push it; I need to get there in time. I'll spend two Reserve."
"Ok, we'll shave off half an hour."

Another Solo:
"I'm going to sprint to the next town."
"What's your Bio?"
"Enhanced, with Athletics 4."
"No problem. You'll get there in X minutes."

One-on-one:
"I'm going to race Joe-bob to the next town."
"Ok. He's Bio 4, Athletics 4."
"Me too. I'll spend one Reserve; that puts me at 8."
Possible endings:
"He's out of Reserve; you win."
or
"He'll kick it into high gear. He spends two Reserve and goes to 9."
"Ten."
"Eleven."
"Twelve."
"Too rich for my blood. You beat him to the town. If you want to beat him by more than a few minutes you'll need to spend another Reserve."
"Done. I need time to set up the clock tower."
or
"He'll kick it into high gear. He spends two Reserve and goes to 9."
"I'll match him at 9. I'm out of Reserve."
"So is he. How do you want to do the tiebreaker?"
"Meta - I'm going to taunt him and make him lose his stride."
(A new contest begins here.)

One-on-many:
"The day of the marathon is here. How hard are you going to push?"
"I really want to win this for Sophie. I have Bio 2, Athletics 4. I'm spending all my Reserves - that gives me a 17."
"Most of the crowd is in a similar place. Got anything else?"
"I'm going to pull on my Love for Sophie CV. That's a 4. I'll spend it all and go up to 21."
"Looking to switch conflict types?"
"No, I think that would be cheating."
"Well, you're still behind the guys with Athletics 8 and a running obsession, but you come in near the top of your category."

Ok, let's try this again.

I want a way for players to resolve their characters' actions that fits right in with the flow of the game/narrative. Despite how the last system came out, and the fact that it seemed fairly cool, I don't want a "minigame." I don't want something that creates a conflict arena and a non-conflict arena. D&D does that - you have to ask "Should I roll initiative?" and "Is this a short rest or are we still in combat rounds?" In SA, you should just be able to say "I'm going to shoot him" and have the numbers tell you whether you hit or not.

I want a system that lets multiple people collaborate on a course of action, with each of them contributing something significant to the final outcome as long as they're not completely outclassed.

I also want a system where someone with String 4 can clobber a whole gang of people with String 2, and someone with String 8 can clobber any number of String 2 people (with training making a difference, of course). This part may be better done with descriptors than numbers.

The rules should work equally well and equally smoothly for one-on-one, one-vs-all, team-vs-team, country-vs-country, any sort of conflict. It should all be "describe and compare numbers."

I want a small set of modifiers that can be used to help adjudicate tactical decisions. The GM should make a call as to whether a maneuver is a little helpful, a little harmful, particularly advantageous, etc. and be able to toss a few extra points one way or another.

I want people to be able to use many different resources in a conflict, but to need a strong finish with the right thing if they want to achieve a particular goal.

I want a difference between high-stakes and low-stakes conflicts. If you're racing your friend home from the barn, that's very different from racing the bomber to the reactor core, even if you're running your fastest in both cases. Achieving more significant consequences should feel more significant mechanically; perhaps a greater margin of success.

I want a way to have "subtle" conflicts, where one side either a: doesn't realize the stakes, or b: doesn't realize there's a conflict at all. If your character wants to bamboozle someone into thinking the race to the reactor room is a low-stakes contest, you need to win a subtle conflict first, which should provide the "significant feel" normally needed for a high-stakes conflict.

I will need to write guidance for the GM on how many adversaries should be included and how difficult they should be for a particular number of PCs, depending on whether the encounter is intended to be easy, tough, or overwhelming.

edited to add:

Timescale should still be important. You can't expect to interrupt mesh-hacking through psychohistorical manipulation. However, that's probably the sort of thing that can be left up to group/GM judgement.
