No matter how good your aim, there's a certain amount of random chance involved in actually hitting things with a weapon at range. Especially when you're shooting at a really distant target. Even if you're using a laser, an enemy who's ten light-seconds away can easily dodge after you've fired just by moving unpredictably.
But if you use Chronotech to refine your targeting system, you can ensure that the path of your attack will intersect with the body of your target. You need simply aim at where they will be, taking into account random factors that normally wouldn't be predictable at all.
The only effective way to evade an attack with a precognitive targeting system is to vary the way you dodge according to where the attack is aimed. This generally also requires Chronotech, unless the projectile involved is very slow.
