This is a planned, careful seduction over the course of several days. If you're looking for something that works faster, you can alter the timescale, but you'll need a higher level of Metatech for the same victories. It assumes no good reason for a relationship exists to start with.
Core Values can modify this kind of conflict.

Defense: Metatech & Courtesan
Escape: Don't meet, talk to, or take e-mail from the other person.
Timescale: Days
+1 for a 2-point or more advantage in Biotech scores (high Bio typically includes physical attractiveness)
+1 if your target is in an unhappy relationship
-1 to -5 if your target normally prefers a different gender than yours.
Victories: At equal Meta levels, get someone to kiss you. Higher levels of Metatech advantage will let you convince others to sleep with you (1 point) or leave someone for you (3 points). A disadvantage in Meta means you'll have to take longer, on the usual timescales (see page 81)
