The Hunter's Society is about legalized murder as a means to combat both emotional catharsis and to satisfy the human need for violence. The system is simple; you can send in a form to be given a victim, who you then have two weeks to kill. The victim is a sent a letter telling them they are now being hunted. If the hunter survives, a few months or so later, they must then serve as a victim themselves. If the victim survives, they may then apply to be the Hunter again. Legally, they are both able to kill the other - the Hunter is given the advantage of knowledge, the Victim time.
Nothing is more intense than hunting a fellow human. Anyone who's played the game Assassin can attest to this.
The Hunter's Society itself includes the organizers, the hunters, victims, and registered helpers, the most common of which are "spotters", who help victims identify their hunter. Overall, the Hunt is legal in most civilizations, although the specific rules vary from "arena" to "arena", including "no hunting". For instance, in most Hunt-legal regions of Mechanican space there are heavy proscriptions on hunt-legal weapons, and most critical and high-population areas are completely off-limits to people participating in a Hunt.
Hunters are only legally protected against killing the victim or hunter, but are not protected against any collateral damage, including other deaths. In fact, it is typical that punishments are worse for those on a hunt when applied.
Core Value: The Incomparable Thrill - To a Hunter, there is nothing better than the stalk and kill when your life is on the line. This is not to say they will take any opportunity to kill; a spontaneous kill against an unaware victim carries none of what they seek. Any planned assassination, however, fits this category.
Bonuses:
Hunters gain access to the profession "Assassin", a skill that covers both performing and defending against assassinations, as well as Spy. Hunters also gain access to the Hunter's Society, social connections, resources, etc.
Restrictions:
Union and Logician hunters are always spies of one sort or another, as they as people have no need or desire for the Incomparable Thrill. Union and Logician hunters are then running a Persona Lens with the IT CV.
Replicant Hunters, when serving as victim OR hunter, are made possible to permanently kill. Replicant Hunters are intense people as a result; their thrill is hard to match.
