One of the things that mildly irks me about the Theme rules is that Theme points are based purely on the highest value Capability you have, without regard to the other, lower (or tied) Capabilities. Somebody with a 10 and four 1's is just the same as somebody with five 10's. This doesn't seem quite in spirit, so I'm proposing an optional alternative:
When determining total Theme points, take the average of the four Capabilities that aren't the highest and compare them to the highest. If the average of those four is one third or less of the highest, add 1 to the final number of Themes. If the average is two thirds or less but greater than one third, no modifier is applied. If the average is greater than two thirds, then subtract 1 from the final number of Themes. This means the lowest number of Theme points a character may have is 2 (for having lots of high Capabilities and being a sell-out).
