How much Reserve is a Twist worth in play? Is it worth 5 points? 10 points? Is it worth zeroing out the Reserve in your best Profession or Capability? Or should there not be any interplay between these beyond the Cability/Import limits?
Hmmm… an interesting question.
My first take is that (a) this would seriously drop the motivation for taking a low Capability/high Import character, and that (b) there's already a means for getting extra twists - they're called Complications.
Having considered this for a while (while becoming unemployed, specifically), I'd have to say that Import loses its… ahem… Import if you can just surge it by spending all your Reserve. So, I'm siding with Roamin on this.
