So since I got the itch to do this, here goes. Like, 95, 99 percent of these questions are rhetorical. If any of this is useful for talking about tone during the game feel free to make use of it.
1. Multiple Hells undeniably exist. With certitude. They are escapable however via reincarnation(how easy that is varies depending on the hell I imagine) and resurrection. Also possibly Soulpact and/or SofH facilitated harrowings of hell. But there are who knows how many people from who knows how many universes and eras getting tortured for an arbitrary duration right now.
2. In the cooling down of a period of war shaking the entire world, there are wargaming communities everywhere. How many of them have a substantial veteran population? How many of them are thinly veiled militias for whenever the next war is?(Edit: Are there any hyperparanoid bastards or nationalists trying to start the next war on their terms?)
3. If the Soulpact was not formed before the gift, this suggests it could have developed as a reaction to rampant wartime cruelties performed during the interregnum due to the sheer difficulty of actually killing people. How many performed such cruelties? How many were on the receiving end of them? How many of the victims were able to get treatment, magical or otherwise?
4. The Brightgarden Schema is the most common model of legal system. It follows from that that the description of Magistrate is likely to apply to Brightgarden Schema societies. Magistrates can mobilize the army like army officers and have significant discretion. Unless a common modification to the Brightgarden Schema is separation of military and law enforcement, the boundary between the military and police got really blurry during the interregnum, with all the potential for farked up implications that entails.
[quote]
Magistrates are equal parts judge, detective, and
sergeant. They investigate breaches of the law
and marshal soldiers to respond to dangresou
events or individuals. A good magistrate can
also interrogate informants, keep an angry
crowd from rioting, subdue a dangerous
criminal, and more.

5. Most of the people who would have died in a normal war? They're still alive. There's a sizable spread of experience with violence among the peoples of the Basin, in the cultures, and none of that is going away. How many older veterans have positions of power? How many managed to move on from whatever war they fought? (Edit: What are the legends and monsters of the interregnum doing these days? Military culture/militarism permeates the Basin)
6. The culture problems you've already stated, both explicit like Diadem colonialism and cultural appropriationism, and implicit like the issues the Cult of the Empty Grave may have with its veterans due to The Rage not being something discussed in mainstream society/polite company.
7. Are outlaws protected against people trying to inflict fates worse than death/grand torture/etc upon them? I suspect not otherwise they wouldn't be outlaws. Even Nightmare Exile is still pseudo-solitary confinement.
8. The circumstances that protect criminals/outlaws(Disconnection from war being easy, immortality flaws, body modification based magic and purely mental paths making even decapitation not a 100% assurance your prisoner is helpless, etc.) also make it difficult to institutionalize people who may need it, whether from psychological side effects of becoming aspected, war trauma, other mental illnesses, etc.
9. The importance of treachery/deception based mana to the infrastructure of magical civilization demands lands scarred by betrayal, places that mislead their inhabitants/people passing through, people compelled to act like traitorous bastards by treachery aspecting, etc.
10. Handmade goods are a curse targeting vector.
11. The Interregnum isn't over yet. For a sizable chunk of the world, war is still happening.
